Overview
The consular section can provide a range of notarial and documentary services for British nationals in Tbilisi.
Where local notaries can provide services, the British embassy will not provide them. In many cases local notaries or lawyers can provide services more cheaply, quickly and conveniently.
You must make an appointment for each service that requires your personal attendance.
Before booking, make sure that the document will be accepted by the relevant authority. This could be the local Justice House/ Ministry of Foreign Affairs / Ministry of Internal Affairs/Revenue Service or another authority either in Tbilisi, the UK or a third country. Only they can confirm which service you will require. This information cannot be verified by the consular section of the British Embassy Tbilisi.

Services we provide in Tbilisi
Consular staff in Tbilisi can:
- administer an oath, affirmation or affidavit
- witnessing the signature (this is a limited service, check with the embassy)
The consular section of the British embassy will provide these services for private individuals only where there is a direct connection to the UK and where we assess that we have competence to perform the service. We reserve the right to decline services where these conditions are not met.
What to bring to your appointment
See the individual services below for details of supporting documents to bring. Please make sure you have acceptable proof of address and identity and payment for any fees.
Payment
We accept payment in cash in local currency (Georgian Lari) on the day of the appointment. See the full list of Consular Fees. Refunds will not be given for certificates or notarial services that are not accepted by the requesting authority.
Proof of address and identity
As a proof of address and identity we normally request the following:
- original British passport (valid) or any other photographic ID
- residence permit card for Georgia (if available)
- employment reference or business card that includes the local address
- if renting or owning a property in Georgia, a tenancy agreement or extract from the Public Register showing the address in Georgia
Administer an oath, affirmation or affidavit
This service is for people who need to swear an oath, make an affirmation or make an affidavit in front of a consular officer.
The consular section will not draft documents for you. The document should be written or printed on both sides of the paper and with no blank sheets. The contents should be divided into numbered paragraphs. Check with the consular section what format they need and then have the document drawn up or checked by a professional.
What you will need to bring with you:
- the oath, affirmation or affidavit that you will swear or affirm
- proof of identity/address – see what we will accept as proof

Witnessing the signature (this is a limited service, please check with the embassy)
This service is for customers who need to sign a document and have their signature witnessed by a consular officer. The document must be prepared before your appointment as we will not draft documents for you. We do not handle powers of attorney, wills or probate, or witness deed polls.
Do not sign the document before your appointment.

Services provided by other authorities
The Public Service Hall at the Ministry of Justice of Georgia (also known as Justice House) provides a range of documentary and legal services to Georgian and foreign nationals in Georgia.
The following services are provided by other authorities in the United Kingdom:
- legalising UK documents/certificates: Legalisation Office of the Foreign and Commonwealth Office
- copies of British birth, death & marriage certificates: GRO
- information on marriage in the UK
- certify your fingerprints: Metropolitan Police UK
- pension certificates: DWP
- taxation and UK National Insurance contribution certificates: HMRC
- renew British driving licence or provide a certificates regarding British driving licences: DVLA
- yachting and sailing certificates: RYA
- UK Disclosure and Barring Service DBS checks (previously Criminal Records Bureau checks/Good conduct certificates (except for Hong Kong): CRB
- certificates confirming British nationality: UK Border Agency
- certificates proving you are not British: UK Border Agency

The Foreign, Commonwealth & Development Office holds and uses data for purposes notified to the Information Commissioner under the Data Protection Act 1998. Such personal data may be disclosed to other UK government departments and public authorities.
