This policy specifies the processes in which an individual on licence may apply for permission to transfer to another jurisdiction of the UK and Islands, or travel outside of that area.

Details

This Policy Framework brings together the policies on the different types of travel/transfer which may apply to individuals on licence or Post Sentence Supervision (PSS) where the intention is to travel or transfer outside of England and Wales.

These policies are designed to ensure that public protection is upheld, while also ensuring that the appropriate considerations are made regarding any application for travel or transfer during either the licence or PSS periods.

These break broadly into 3 policies:

  • Temporary Travel: This is where an individual is requesting travel outside of the UK and Islands on a temporary basis, with an anticipated return date.
  • Permanent Travel: This is where an individual is requesting travel outside of the UK and Islands on a permanent basis, without an anticipated return date.
  • Transfer: This is where the individual is requesting transfer to another jurisdiction of the UK and Islands (Scotland, Northern Ireland, the Isle of Man or the Channel Islands).

Staff are also required to take into consideration the ongoing advice by the Foreign and Commonwealth Office with regards to whether or not travel should be undertaken either in general or to specified locations.
