This policy framework sets out the duties, rules and guidance for enabling individuals with lived experience of the criminal justice system to work within His Majesty’s Prison and Probation Service (HMPPS) where vetting cannot be granted due to their criminal history. It ensures that risks are assessed, proportionate safeguards are applied and decisions are consistent across the organisation.

The framework supports HMPPS’s commitment to rehabilitation, inclusion and diverse recruitment. It applies to directly employed and non-directly employed staff, and to those working in prisons, probation, youth settings, contracted services and voluntary sector organisations delivering work on behalf of HMPPS.

Where an individual cannot obtain HMPPS vetting, a role specific risk assessment and risk management plan must be completed before access can be agreed. This process is mandatory and must be followed by Governors, Regional Probation Directors, Deputy Directors, Heads of Group, Personnel Security Countermeasures (PSC) and all organisations deploying people into HMPPS environments
