This new policy framework will replace the Prevention of Escapes – External Escorts Policy Framework on 5 January 2026.
The new policy framework updates the existing policy and sets out the mandatory requirements for prisons to manage external escorts safely and securely, while respecting the dignity and humanity of those in custody. It includes a standard risk assessment that all prisons must use, along with supporting tools such as instructional videos on how to apply restraints, to help staff maintain safety and security during escorts and bed watches.
