Details

This policy framework sets out the rules and guidance for the interception and monitoring of prisoner communications, and the security of official communication systems used within public and private prisons and young offender institutions.

The Authorised Communication Controls policy framework will continue to apply to prisoner cohorts requiring additional levels of contact vetting and communication restrictions.

PSI 49/2011 – Prisoner Communication Services will continue to address when and how prisoners can keep in touch with friends, family, professional advisers and support services, and the provision of information and guidance for prison staff about their role in helping prisoners stay in contact with other people during their time in prison.

This policy will be reviewed late Autumn 2026.
