Introduction

Following the Secretary of State’s statement to Parliament on 26 September 2019 about inadvertent breaches of the Order made by the Court of Appeal and the commitment given to Parliament on 20 June 2019, we have reviewed open general export licences (OGELs) and open general trade control licences (OGTCLs) permitting exports to Saudi Arabia and its coalition partners carrying out military operations in Yemen.

Until further notice, it will not be possible to register for a number of OGELS and OGTCLs for exports and brokering to Saudi Arabia, Bahrain, Egypt, Jordan, Kuwait, Sudan and United Arab Emirates (listed below).

In addition, following the recent incursion by the Turkish military in north east Syria, we are monitoring the situation in Syria very closely and considering the licensing position. No further export licences to Turkey for items which might be used in military operations in Syria will be granted while we do so.

In light of this, we have reviewed OGELs and OGTCLs where exports or brokering to Turkey have been permitted. Until further notice, it will not be possible to register for a number of OGELS and OGTCLs for Turkey (listed below).

New or revised open general licences

New or revised versions of the open general licences affected by these changes have now been published without the destinations referenced in the Introduction to this notice.

The following open general export licences have been reissued with changes to the permitted destinations in line with our statements in the Introduction to this notice:

Existing registrations

The following open general licences are no longer available for new registrations but may be used for exports or brokering by those who have already registered. This is stated clearly on the front page of the licence.

For the avoidance of doubt, the five new licences set out in paragraph 2.2 are for new registrations only. Exporters who already have an extant registration for the open licences in paragraph 3 are not required to register for the new versions of these open general licences and may continue to use the licences listed in paragraph 3. If exporters have any queries about their existing registrations, they should contact their Export Control Joint Unit (ECJU) compliance inspector.

Where an open general licence is no longer available for registration, it will not show up on the OGEL checker tool. The licence can however be viewed on GOV.UK at open general export licences.
