Additional Provisions for the High Speed Rail (London to West Midlands) Bill

This page chronologically details all the changes that occurred in each amendment to the High Speed Rail (London to West Midlands) Bill.

Changes to Parliamentary Bills are made in the form of an Additional Provision. This process for promoting an Additional provision is the same as for the High Speed Rail (London to West Midlands) Bill that progressed throughout parliament, and became an Act in February 2017.

This collection provides a clear timeline of how the Hybrid Bill for Phase One of High Speed Two (HS2) progressed through parliament and what documents were produced to coincide with each additional provision and supplementary environmental statement.

Phase One of HS2 is a new high speed rail network that runs from London to the West Midlands, with stops at London Euston, Old Oak Common, Birmingham Interchange and Birmingham Curzon Street. It is due to be completed in 2026, followed by Phase 2a from the West Midlands to Crewe in 2027 and the final Phase 2b stage running from Crewe to Manchester and West Midlands to Leeds being operational in 2033.

The High Speed Rail (London to West Midlands) Bill, Phase One, was subject to many changes throughout its parliamentary process. Each stage is clearly labelled to help you understand what these amendments were and what was different to the previous stage.

Additional Provision (September 2014)

The first Additional Provision in September 2014 was proposed to take account for: further discussions with landowners and occupiers; refinements to the design; and changes to accommodate the requirements of utilities providers.

Additional Provision (September 2014) environmental statement

The changes laid out in the September 2014 Additional Provision means that the environmental statement must be amended in order to assess the new likely significant environmental effects. For example, amendments to the Bill which are outside the scope of the existing powers and limits of the Bill.

All volumes of the September 2014 environmental statement are presented below, alongside a non-technical summary explaining the changes in simpler language.

Supplementary Environmental Statement and Additional Provision 2 (July 2015)

These changes relate to areas along the Phase One route from Kilburn, in London, to Curzon Street, in the West Midlands as well as off-route locations including Langley, Slough.

The Supplementary Environmental Statement and Additional Provision 2 (July 2015) is comprised of a number of documents which are listed and explained below.

This Additional Provision, deposited in Parliament during the Select Committee process, gave rise to a new petitioning period and a consultation on the Supplementary Environmental Statement and Additional Provision Environmental Statement.

The Additional Provision outlines the amendments to the powers as set out in the original Bill. A copy is available from the UK Parliament website.

Supplementary Environmental Statement and Additional Provision 2 Environmental Statement (Supplementary Environmental Statement)

The Additional Provision 2 Environmental Statement (AP2 ES) reports on the likely significant environmental effects of the amendments in the AP. For example, amendments to the Bill which are outside the scope of the existing powers and limits of the Bill.

The SES and AP2 ES are separate environmental statements but have been produced as combined volumes.

Supplementary Environmental Statement 2 and Additional Provision 3 (September 2015)

These changes relate to community forum areas (CFAs) 1 (Euston station and approach) to 5 (Northolt Corridor) of the Phase One route as well discussing the removal of HS1-HS2 link.

This Additional Provision gave rise to a new petitioning period and a consultation on the Supplementary Environmental Statement 2 and Additional Provision 3 Environmental Statement.

Supplementary Environmental Statement 2 and Additional Provision 3 Environmental Statement (Supplementary Environmental Statement)

The Supplementary Environmental Statement 2 (SES2) reports on the likely significant environmental effects of updated environmental information, changes to the scheme assumptions and changes within the existing powers and limits of the Bill. This includes a revised design of Euston station and other design changes in the London Borough of Camden.

Please note, in the main ES, Volume 4 presented an assessment of the likely significant environmental effects that will occur in locations away from the route (i.e. outside the CFAs). As none of the SES2 design changes or AP3 amendments relate to off-route areas, off-route effects have been scoped out of the assessment. Consequently, the SES2 and AP3 ES does not contain a Volume 4.

Supplementary Environmental Statement 3 and Additional Provision 4 (October 2015)

The changes in this Additional Provision relate to community forum areas (CFAs) 4 (Kilburn (Brent) to Old Oak Common) to 26 (Washwood Heath to Curzon Street) of the Phase One route.

The Supplementary Environmental Statement 3 (SES3) and Additional Provision 4 (AP4) is comprised of a number of documents which are listed below.

This Additional Provision gave rise to a new petitioning period and a consultation on the Supplementary Environmental Statement 3 and Additional Provision 4 Environmental Statement.

Supplementary Environmental Statement 3 and Additional Provision 4 Environmental Statement (Supplementary Environmental Statement)

The Supplementary Environmental Statement (SES) 3 reports on the likely significant environmental effects of updated environmental information, changes to the scheme assumptions and changes within the existing powers and limits of the Bill.

The SES3 and AP4 ES are separate environmental statements but have been produced as combined volumes.

Supplementary Environmental Statement 4 and Additional Provision 5 (December 2015)

The December 2015 Additional Provision 5 was the last amendment to the High Speed Rail (London to West Midlands) Bill. The changes relate to the following community forum areas (CFAs) of the Phase One route:

CFA6 (South Ruislip to Ickenham), CFA7 (Colne Valley), CFA10 (Dunsmore, Wendover and Halton), CFA11 (Stoke Mandeville and Aylesbury), CFA12 (Waddesdon and Quainton), CFA13 (Calvert, Steeple Claydon, Twyford and Chetwode), CFA15 (Greatworth to Lower Boddington), CFA20 (Curdworth to Middleton), CFA21 (Drayton Bassett, Hints and Weeford), CFA22 (Whittington to Handsacre), CFA24 (Birmingham Interchange and Chelmsley Wood).

This Additional Provision gave rise to a new petitioning period and a consultation on the Supplementary Environmental Statement 2 and Additional Provision 3 Environmental Statement.
