DESNZ statistics work programme

Introduction

DESNZ publishes over 100 statistics releases each year. This work programme sets out our key plans for developing and improving our official statistics during 2026/27. It summarises our cross-cutting priorities for this year together with key developments for specific series. A list of all the official statistics releases we plan to release in 2026/27 is given in Annex 1. All our official statistics releases are pre-announced in our release calendar.

This plan is informed by ongoing engagement with our wide range of users. It is subject to departmental changes and resource constraints so elements may be amended during the year to reflect changing priorities. We will update this Work Programme with any significant changes to our plans.

DESNZ Official Statistics are produced in line with the Code of Practice for Statistics. Information on how we comply with different elements of the code is available in DESNZ official statistics: standards and policies.

Feedback

We have multiple channels to promote user engagement with our statistics, and our annual work programme is informed by ongoing user dialogue. We are keen to receive feedback from users on our plans.

Overarching priorities for 2026

Following the introduction of version 3 of the Code of Practice for Statistics, we have identified the following overarching priorities for our official statistics in 2026/27:

Trustworthiness

  • We have recently reviewed and strengthened our internal governance of statistics, introducing a more formal Senior Statistics Board and clarifying the chain of responsibility and assurance for all published official statistics. We are embedding this new structure in 2026/27 and will use it to support ongoing review of compliance against the Code. These governance arrangements will also promote consistency and coherence and identify cross-cutting issues to address or areas of good practice to share.
  • We will continue to maintain our processes for responsible data management and protection of confidential data, identifying and acting promptly on any issues that arise and ensuring teams have provide robust induction for new members on managing their datasets securely.

Quality

  • We will launch our refreshed Quality Management Approach and use this to further promote a culture of curiosity, where statistics producers go beyond routine checks and truly engage with their data.
  • We will continue to prioritise our transformation work on Reproducible Analytical Pipelines (RAPs), through which we are automating our legacy systems and ensuring new collection-production-publication cycles adopt RAP principles by default. This will improve quality and efficiency.

Value

  • We will promote the needs of users and ensure they continue to inform decisions on our outputs, within departmental resource constraints. We will support teams by sharing best practice on user engagement from within DESNZ and across the wider Government Statistical Service (GSS).
  • We will continue to seek ways to improve the communication and presentation of our statistics to users.

Plans for DESNZ statistical series in 2026/27

The table below covers official statistics produced by DESNZ, setting out high level plans for this year. These are subject to resource constraints and evolving departmental priorities.

Public Attitudes Tracker

This survey is designed to monitor changes in attitudes, behaviours and awareness over time, so it is important to maintain consistency in the questions and methodology as far as possible. No major changes are planned for 2026/27, but questions are kept under review and some changes may be made to meet emerging policy requirements Any changes are clearly indicated in the release and associated technical information.
Greenhouse gas emission statistics

These statistics are based on the National Atmospheric Emissions Inventory, which is aligned with international reporting requirements. Improvements are approved annually by the National Inventory Steering Committee and are designed to improve the transparency, accuracy, consistency, comparability and completeness of the Inventory. Published statistics are revised annually to incorporate new/revised data, methodological improvements and changes to international reporting guidelines. Planned methodological changes are published annually in January.

Following a user engagement exercise in 2025, we have identified improvement priorities for local authority and regional greenhouse gas emissions statistics. We are now considering how best to achieve them for future releases, subject to available resources. Further details will be provided in the June 2026 release, which will maintain the same format as 2025.
Energy sector (Energy Trends & DUKES)

We will continue to ensure our data collections keep abreast of changes to the energy market by working with stakeholders and data providers to refine the coverage and accuracy of our established collections. Further work on better understanding of newer and evolving technologies (such as hydrogen and grid-scale batteries) will also form a core part of the team’s work over the coming year.
Road fuel stocks

We will keep the frequency of these statistics under review and will look at increasing the frequency of release if there is user demand. We will continue to work towards progressing these from Statistics in Development to Official Statistics.
Energy Consumption in the UK

Through the recently relaunched ECUK stakeholder group we intend to review and develop this publication to ensure it continues to meet user needs. Current areas of focus are a review of the intensity tables and development of a new methodology for calculating industrial end use estimates, with the aim of incorporating these changes into the next release of ECUK, due for publication in September 2026.
Energy for heating (Boiler Upgrade Scheme and Heat Pump Deployment)

Statistics on the Boiler Upgrade Scheme are well-established and their development was informed by extensive user engagement. This series will be kept under continual review in light of any further feedback or availability of new data.

We will continue to develop our official statistics on heat pumps in the UK. In response to user need, these were expanded in 2025/26 to cover total retrofit deployment. We are working towards including new build installations in future.
Energy prices

We will continue to ensure our data collections and methods keep abreast of changes to the energy market and wider by working with stakeholders and data providers to expand the coverage and improve the accuracy of our established collections, including making use of new data sources, where possible. One area we intend to investigate further this year is the relationship between the Domestic Fuels Inquiry and the Ofgem domestic RFI.
Energy efficiency schemes (Household Energy Efficiency, Green Homes Grant and Home Upgrade Grant, Social Housing Decarbonisation Fund, Great British Insulation Scheme, Warm Homes: Local Grant, Warm Homes: Social Housing Fund)

We will continue to develop our statistics to monitor the delivery of energy efficiency schemes as they evolve. This includes reducing the frequency of statistics on schemes which are finishing (ECO, GBIS, SHDF) and reconciling the final figures as well as collecting reliable data on new schemes such as Warm Homes: Local Grant and Warm Homes: Social Housing to support the Warm Homes Plan.
Smart meters

We plan to develop our statistics to reflect the current aims and progress of the smart metering roll-out. We will reform and update both the presentation format (data tables presented in Tidy Standard) and content (including additional information on installations of smart meters replacing smart meters). We expect to deliver these changes in the Q2 2026 publication in August 2026.
Fuel poverty

We will continue to ensure our statistics support the Fuel Poverty Strategy, including reporting on a new affordability metric.

Subnational consumption: road transport and residual fuels

We will continue to review and update these statistics, ensuring they align with changes to fuels as reported in UK, local authority and regional greenhouse gas emissions statistics.
Subnational consumption: electricity and gas

We plan to improve our classification of gas meters (domestic or non-domestic), which is currently based on a consumption threshold.
Domestic National Energy Efficiency Data Framework

We plan to incorporate new energy efficiency schemes into our energy efficiency measures dataset and the updated England and Wales index of multiple deprivation into our consumption tables.
Non-domestic National Energy Efficiency Data Framework

These statistics are based on the metered energy consumption of non‑domestic buildings in England and Wales. We plan to review the matching process used to link non‑domestic buildings data with energy consumption data to assess whether representation of non‑domestic buildings can be improved.

Series Key development plans
International Climate Finance (ICF) results This publication is published by the Foreign Commonwealth and Development Office and includes DESNZ results. The publication voluntarily applies the Code of Practice for Statistics and we are working with FCDO and the other ICF spending departments to review whether these could be badged as Official Statistics in future releases.
