Adult Social Care Learning and Development Programme

Guidance and grant determination letters for adult social care employers, covering the Learning and Development Support Scheme, assessed and supported year in employment, and user-led organisation training funds.

The funds included within the Adult Social Care Learning and Development Programme include:

  • Learning and Development Support Scheme (LDSS)
  • Oliver McGowan Mandatory Training on Learning Disability and Autism

  • user-led organisation training fund for user-led organisations representing individual employers and their personal assistants

Learning and Development Support Scheme

Eligible adult social care employers in England can claim staff training costs from the Adult Social Care LDSS, including for the Oliver McGowan Mandatory Training on Learning Disability and Autism.

The LDSS is available for non-regulated care staff, including deputy and Care Quality Commission-registered managers and agency staff, within the adult social care workforce.

The LDSS guidance and LDSS grant determination: 2025 to 2026 have been updated to include information on making claims for the Oliver McGowan Mandatory Training on Learning Disability and Autism, including eligibility criteria, maximum reimbursement rates and evidence requirements.

Assessed and supported year in employment

Information and associated grant determination letters for employers of newly qualified social workers (NQSWs) who deliver adults’ social work in England on learning and development support.

The assessed and supported year in employment (ASYE) is a 12-month scheme for NQSWs, which can be undertaken on a full-time or part-time basis depending on a NQSW’s contract of employment.

Eligible employers of NQSWs in England can claim towards costs they have incurred when delivering the ASYE scheme through support and assessment activities.

User-led organisation training fund

Information and associated grant determination letters for user-led organisations (ULOs) who represent individual employers (IEs) in adult social care and their personal assistants (PAs) in England on learning and development support.

Eligible ULOs must be engaged in the provision of training for IEs and PAs.

ULOs can claim funding for the provision of training activities for IEs and PAs. As each care user’s needs are unique, there are no restrictions on the types of training eligible for this funding, although applications must provide a justification for the training planned.
