NTE 2025/33: open general export licences (OGELs) updated

Introduction

The Export Control Joint Unit (ECJU) has updated 6 open general export licences (OGELs) to reflect the legislative changes introduced by The Export Control (Amendment) (No. 2) Regulations 2025. Two further OGELs are amended as set out below.

Open general export licences (OGELs) updated

The following open general export licences (OGELs) have been revised to address updates to the lists of controlled items in the Export Control Order 2008 and the assimilated Dual-Use Regulation (EC) No 428/2009.

The OGEL A400M collaborative programme has been updated to reflect a minor change in Annex A of the OGEL.

The OGEL printed circuit boards (PCBs) and components for military goods has been updated to include O-rings for gas systems within its scope.

An additional condition has been added to these OGELs (except the OGEL export after exhibition: dual-use items), requiring that the licence reference in the form ‘GBOGE 20XX/XXXXX’ must be entered onto the UK’s customs declarations system.

The updated OGELs will come into force on 16 December 2025, aligning with the commencement of the Export Control (Amendment) (No. 2) Regulations 2025.

Registration requirements

Exporters must ensure they are registered on SPIRE for the updated OGELs. Existing registrations will carry over, but exporters should review conditions carefully.
