Notice to exporters 2020/02: open general licences updated

1. Introduction
Further to notice 2019/17, the EU dual-use export control list in Annex I to Regulation (EC) No 428/2009 has now been amended. The new regulation was published in the Official Journal of the European Union on 30 December. As a result of these changes the Export Control Joint Unit (ECJU) has updated and amended 14 open general export licences (OGELs) and 1 open general transhipment licence.
Following the recent incursion by the Turkish military in north east Syria, we have reviewed open general export licences where Turkey was a permitted destination. Some changes were communicated through notice to exporters 2019/16. In addition to those changes, the open general export licence (Turkey) is being revoked.
2. Changes to open general licences
2.1 Revised open general licences
The updated and amended licences following the changes to the EU dual-use export control list in Annex I to Regulation (EC) No 428/2009 are :
- open general export licence (technology for dual-use Items - from June 2019)
- open general export licence (technology for dual-use Items)
- open general export licence (export after exhibition: dual-use items)
- open general export licence (low value shipments – from December 2019)
- open general export licence (low value shipments)
- open general export licence (export for repair/replacement under warranty: dual-use items - from December 2019)
- open general export licence (export for repair/replacement under warranty: dual-use items)
- open general export licence (X – from December 2019)
- open general export licence (X)
- open general export licence (export after repair/replacement under warranty: dual-use Items)
- open general export licence (export after repair/replacement under warranty: dual-use Items - from June 2019)
- open general export licence (oil and gas exploration: dual-use items)
- open general export licence (oil and gas exploration: dual-use items – from December 2019)
- open general export licence (dual-use Items: Hong Kong Special Administrative Region)
- open general transhipment licence (dual-use goods: Hong Kong Special Administrative Region)
2.2 Revoked open general licences
Following the review of open general export licences where Turkey was a permitted destination, the following open general export licence has been revoked:
