Fuel poverty statistics
This series brings together all documents relating to fuel poverty statistics.

The main fuel poverty statistics report for 2026 and the detailed tables for 2025, 2024, 2023, 2022, 2021 and 2020 were republished on 7 August 2026, to correct a calculation error on benefit receipt and the description of the median affordability indicator.
Fuel poverty in England is measured using the Low Income Low Energy Efficiency (LILEE) indicator. Under this indicator, a household is considered to be fuel poor if:
- they are living in a property with a fuel poverty energy efficiency rating of band D or below
and
- when they spend the required amount to heat their home, they are left with a residual income below the official poverty line
There are 3 important elements in determining whether a household is fuel poor:
- household income
- household energy requirements
- fuel prices
The 2024 fuel poverty dataset and the associated English Housing Survey (EHS) data behind the statistics will be available on the UK data archive later in 2026. You need to register before you can access the data.
