Working with the SFA as a provider
Information about getting SFA funding to deliver adult education and skills training.
Planning your offer
To offer government funded education and skills training such as apprenticeships you will need to work with the SFA.
The below pages will help you plan your offer and understand what funding you can get from the SFA.
- the funding rules apply to all further education provision funded by the SFA and includes who we fund and what we fund
- you may want to view the qualifications the SFA funds
- the funding rates and formula page shows the funding system and rates that the SFA has used to approve qualifications for public funding
- you may also want to look at information on advanced learner loans
- information on Education Funding Agency funding regulations
Register and bid for funding
Organisations that are eligible for funding from the SFA are listed on the register of training organisations. These organisations can be invited to bid for contracts with the SFA, but appearing on the register doesn’t guarantee you will receive funding or a contract with the SFA.
To register and bid for education and skills funding, you must have a UK Provider Registration Number (UKPRN). You can get a UKPRN from the UK Register of Learning Providers (UKRLP). The UKPRN allows you to register on the SFA e-tendering portal (Bravo) to bid for contracts after completing the entry qualification process.
Organisations must complete our entry qualification process in order to enter the register, which is open at select points during the year. Once completed eligible organisations can be entered on the register of training organisations.
For more information about the process we have published a detailed guide about how to register for opportunities to tender.
Contracting with us
Once you are on the register of training organisations you can bid for contracts for SFA funding through Bravo.
If your contract bid with SFA is successful you will need access to the Skills Funding Service (SFS) to review and sign your contract offer.
SFA contracts issued before 01 April 2016 will continue to be managed through the Hub.
You need an agreement with the SFA or the Education Funding Agency to use the Hub. Our guidance pages provide more information about how to access and use the Hub.
The funding rules contain the principles and rules that are part of the terms and conditions of funding and must be read with the other contract documents and followed to receive funding from the SFA.
A subcontractor is a legal entity that has an agreement with you to deliver education and training funded by us. If you have not previously subcontracted provision we fund, you must get our written approval before awarding a contract to a subcontractor and keep evidence of this.
For more information about the subcontracting process and to see who is on the subcontracting list, visit Subcontracting: using funding to offer education and training
Recruiting and enrolling learners
To support your organisation with the recruitment and enrolment of learners, the SFA has the following services which allow you to:
- advertise apprenticeships on the Find an Apprenticeship service
- advertise your courses (Course directory)
- check the qualifications information guide to see which qualifications are funded by the SFA
- search and check the eligibility of qualifications using the Learning Aim Search
- get unique learner numbers which are mandatory for ILR data returns from the Learner Records Service portal
Collecting and returning data
To claim funding for the education and/or training you provide, you must submit your learner data.
Our individualised learner record (ILR) data and guidance gives information on how to collect, return and check the quality of your data.
The provider data self-assessment toolkit (PDSAT) can be used to help you make accurate ILR data returns.
Your payment information can be checked on the Hub.
As part of the terms and conditions for funding, all contracted organisations must follow the SFA performance management rules.
Throughout the academic year the SFA completes performance reviews to check you are meeting the targets in your contracts.
There may also be times within the academic year you are able to submit a growth request to increase your funding.
For further information about how performance will affect funding allocations and guidance on the funding claims process, visit the funding allocations and performance management for providers page.
