This guidance has particular reference to events that may be due to chemical, biological or radiological causes, including deliberate and accidental releases.

This guidance helps health professionals make decisions in an initial investigation, to manage and respond to cases of unusual illness.

It can also help make decisions about whether an outbreak or incident is due to natural or accidental causes, or because of a deliberate release.
