離岸風力發電產業是英國的成功典範之一；英國完成安裝的離岸風電機組發電量居全球之冠，且成本下降速度比所有人在10年前預期的還要快。離岸風電在英國每年發電量的占比，已從2010年的0.8%增為2017年6.2%，預料在2020年前會達到約10%。

本產業政策顯示政府和離岸風電產業之間的夥伴關係大幅深化，強化政府所提出的《產業策略(Industrial Strategy)》目標，進而打造適合英國的永續未來。本政策詳述英國如何推動離岸風力發電轉型，使其成為低成本、低碳、具彈性的電網系統所不可或缺的一部分，並提升英國供應鏈的生產力與競爭力。
