From 6am Wednesday 30 December 2020
In order to migrate services to their post transition functionality, the UK’s Export Control System will cease to send messages to offices of exit in other EU countries at 6am Wednesday 30 December 2020.
Any indirect export (exports declared for export in the UK but leaving the EU countries by a frontier in another EU country) that will be presented to customs after that time must contact the National Clearance Hub before 4pm Tuesday 29 December 2020.
This is a standard approach to implementing essential system upgrade and you must ensure you have planned around this downtime to reduce the impact of your movements.
The changes will mean:
- Indirect Exports leaving the UK between 4pm Tuesday 29 December 2020 and 11pm Thursday 31 December 2020 must be pre-lodged before 4pm Tuesday 29 December 2020 via CHIEF, no new indirect exports to be lodged after this time
- following pre-lodgement, you must contact National Clearance Hub (NCH) using C1601 process (see below) to request to change the declarations status in CHIEF to ‘arrive’. This must be also be completed before 4pm Tuesday 29 December 2020 in order to allow enough time to take action
If actions above are not completed before the scheduled upgrades, this would mean:
- Great Britain movements may be stopped at the EU external frontier for movements during the unavailability of this service
- movements that are stopped because declarations have not arrived before 4pm Tuesday 29 December 2020 may have to make a European Union export declaration through an EU established agent

To ensure you are not impacted by the scheduled upgrade, submit form C1601 before 4pm Tuesday 29 December 2020.
