Participants of the Western Balkans Summit Foreign Ministers' Meeting, held at Hillsborough Castle on 9 October 2025.
Foreign Secretary Yvette Cooper hosted Western Balkans Foreign Ministers and other European representatives at Hillsborough Castle, Northern Ireland on 9 October 2025, as part of the UK’s chairmanship of the Berlin Process. The meeting focussed on tackling tackling illegal migration and other shared threats to European security, driving economic growth through closer regional and European integration, promoting gender equality and advancing peace and reconciliation in the region.
Following the Foreign Ministers’ meeting, the UK has released the Chair’s Conclusions detailing the outcome of discussions. Participants in the meeting agreed the Hillsborough Castle Joint Declaration on Good Neighbourly Relations to reaffirm their collective commitment to to furthering regional cooperation for the benefit of all citizens of the Western Balkans.
Foreign Ministers of the Western Balkans Six signed a Joint Declaration on the role of women in diplomacy establishing a regional network and a shared commitment to gender equality.
