This first phase made a set of recommendations and reviewed:

  • findings from an industry-wide consultation
  • forecasts on the expected supply and demand for UK trained seafarers and ex-seafarers
  • an analysis of market failure

The review was completed by Deloitte and Oxford Economics.

The second phase of the review, studying government support for maritime training, was also released on 23 January 2012.
