An independent review into the ongoing need for government support for training and skills development in the maritime industry was undertaken in two phases. The first phase, covering findings from an industry-wide consultation; forecasts on the expected supply and demand for UK trained seafarers and ex-seafarers; an analysis of market failure; and a set of recommendations, was undertaken by Deloitte and Oxford Economics. This publication sets out the findings and recommendations of phase 1.
