David Fuller inquiry
Findings and recommendations of the independent inquiry into the issues raised by the David Fuller case.
The inquiry was established to investigate how David Fuller was able to carry out inappropriate and unlawful actions in the mortuary of Maidstone and Tunbridge Wells NHS Trust and why they went apparently unnoticed.

Phase 1
This first phase of the inquiry, on matters relating to Maidstone and Tunbridge Wells NHS Trust, concluded in November 2023.
Phase 2
Phase 2 considered whether procedures and practices in hospital and other settings in England safeguard the security and dignity of the deceased. The phase 2 report concludes the inquiry.
Government response
The government responded to the phase 1 report in October 2024 in a written statement to Parliament. This outlined the progress made by Maidstone and Tunbridge Wells NHS Trust, Kent County Council and East Sussex County Council.
On 15 December 2025, the government published an interim update on progress in responding to the phase 2 report. The government will publish a full response by summer 2026.
