Report a power of attorney for a Rural Payments service customer
What to do if a power of attorney (PoA) has been granted, or is being applied for, on behalf of a customer registered with the Rural Payments service.

A lasting power of attorney (LPA) is a legal document where a donor appoints an attorney to act on their behalf. The Rural Payments Agency (RPA) can only accept an LPA for property and financial affairs.
Information you’ll need to provide
You will need to give us:
- the donor’s name, address, and date of birth
- reference numbers such as a single business identifier (SBI) or customer reference number (CRN)
- contact details for an attorney who will act as the first point of contact
- the LPA document stamped by the Office of the Public Guardian (OPG) or an online access code which allows the RPA to view the LPA (if you have one)

We can only accept the PoA form once this has been stamped by the OPG.
Ensure all the pages are included. We cannot accept this if there are missing pages.
We need a property and financial affairs PoA, we cannot accept a health and welfare PoA.
State any known reference numbers for the donor – for example, the SBI number in the email, or in a cover letter sent with the document.
The team will return the PoA to you by the same method you use to send it. For example, if you send it by recorded delivery, they will return it by recorded delivery.
Enduring power of attorney or Court of Protection documents
If you have an enduring power of attorney (EPA) or a Court of Protection document, contact the RPA by email, post or phone.
Email ruralpayments@defra.gov.uk, using the subject heading EPA or COP, quoting the donor’s SBI number in the subject heading, where known.
