Add locations to a consignor or consignee authorisation

Tell HMRC about new locations you want to use to start or end your transit movements.

Before you add locations

If you’re already starting or ending transit movements from your own premises, then you can add more locations to your existing authorisation. Find out about the types of premises you can use to start or end transit movements.

You’ll need to hold the correct authorisation type before adding locations. For example, you cannot add an authorised consignor location if you are only an authorised consignee.

Any locations you add will operate under the same terms and conditions as your existing authorisation. If you want to update your authorisation terms and conditions, you’ll need to do this before you add any more locations.

Email cctonational-simplifications@hmrc.gov.uk to ask about updating your authorisation.

How many locations you can add

There’s no limit to the number of locations you can have under a single consignor or consignee authorisation. You can add up to 20 locations on each form.

Requirements to add authorised consignor locations

You should check your guarantee reference amount before adding new authorised consignor locations. This is to make sure your guarantee will cover the transit movements you plan on making from your new premises.

You need to confirm for every new authorised consignor location that it:

  • is a suitable commercial premises used for legitimate business activities and can support customs controls, including:

    • secure storage of goods
    • appropriate record keeping arrangements
  • has suitable facilities providing safe access for customs officials to carry out inspections, examine goods, and take account of them when required
  • has control measures in place to comply with the terms and conditions in your authorisation
  • can comply with specific procedures and timescales set by the designated office of departure
  • can maintain accurate up-to-date records including transport and consignment details, and make them available to customs officials on request

It is also your responsibility to prove that you can maintain effective control of the goods moving under transit from each location when asked by customs officials.

Each location must be able to provide drivers with the Movement Reference Number (MRN). When requested by drivers, each location should also be able to provide a paper copy of the Transit Accompanying Document (TAD).

If you do not own the consignor location

You need to:

  • provide a copy of the commercial agreement between you and the owner that sets out the conditions which let you use the location when requested by HMRC
  • make sure that the conditions in Annex V of your authorisation are in the contract with the location owner

Requirements to add authorised consignee locations

If you’re adding authorised consignee locations, they need to have permission from HMRC or Border Force to operate temporary storage.

A location can operate as either an:

You should read the guidance and decide which type of temporary storage you plan to operate at each location.

You cannot operate as an ACTS and ETSF at the same location at the same time.

If your temporary storage facility is in Northern Ireland, you’ll also need a customs comprehensive guarantee.

If you plan to operate a location as an external temporary storage facility

If a location you want to add already holds ETSF approval, you can apply to add the location to your authorised consignee authorisation. You’ll need to provide the ETSF approval reference number during the application process.

If you plan to operate ETSF at a location but it does not currently have the approval, you need to receive ETSF approval before you apply to add the new location to your authorisation.

If you plan to operate a location as an authorised consignee temporary storage facility

If you do not plan to operate a location as an ETSF, it will need to operate as an ACTS. You can tell us that you plan to operate as an ACTS at the same time as you apply to add the new location. You’ll need to show that your new location meets ACTS requirements.

Find out about the full requirements for operating an ACTS in section 6.4.7 of the Transit Manual Supplement.

If you already hold ACTS for existing locations under your authorised consignee authorisation, this is not enough to cover your new locations. ACTS approval is granted to each location individually.

How to add more locations

Online

You can use our online form to tell HMRC you want to add more locations to your authorisation if they are either:

  • authorised consignor locations only
  • authorised consignee locations that will operate as an ETSF

To add locations that will operate as ACTS, you’ll need to apply by post or email. This is because you’ll need to give more information to HMRC about the new locations such as:

  • floor plans of the facility
  • a copy of your liability insurance
  • certifications for handling specific types of goods

You’ll need to sign in to use the online form. You need to use the account that is connected to the Economic Operators Registration and Identification (EORI) number you used to apply for your consignor or consignee authorisation.

After you’ve sent the form

We’ll review the information you’ve sent. If approved, we’ll update your authorisation to allow you to make declarations on the New Computerised Transit System (NCTS) using the new locations.

You’ll receive an email confirming the:

  • new location reference numbers
  • date when they can be used on NCTS

We’ll also send you an updated copy of your authorisation paperwork by email.

You should save a copy of the updated authorisation for your records.

You need to reply to our email, either by email or by post, to tell us you’ve received it. If you do not reply, you may not be able to use the locations in the future.

If you’ve applied for new authorised consignee locations and we’ve not approved them, we’ll email you to explain the reasons why and the review and appeals procedure.

When you will receive a reply

New authorised consignor locations are usually activated within 3 working days of HMRC receiving your submission.

New authorised consignee locations where you already have ETSF approval for that location are usually activated within 5 working days of HMRC receiving your submission.

If you’ve applied for new authorised consignee locations where you plan to operate ACTS, we’ll need to review your supporting information and may carry out a physical inspection of the premises. This could take several weeks.

We may need to ask you about information in your submission that is incomplete or incorrect. If we do, it’ll take longer to activate your new locations.
