2. Economic statement

Wales house prices increased by 9.6% in the year to January 2021, unchanged since December 2020. Wales house prices were growing faster than UK annual rate of 7.5% in the year to January 2021. On a non-seasonally adjusted basis average house prices in Wales decreased by 1.9% between December 2020 and January 2021, with a decrease of 1.9% during the same period a year earlier (December 2019 and January 2020). On a seasonally adjusted basis, average house prices in Wales increased by 0.1% between December 2020 and January 2021.

Comparing the provisional volume estimate for November 2019 with the provisional estimate for November 2020, volume transactions decreased by 11.4% in Wales, from 4,046 to 3,585. UK volume transactions decreased by 6.1%, from 87,766 to 82,412, over the same period.

In Wales, all 22 local authority areas showed an increase in average house prices in January 2021 when compared with January 2020. Powys showed the strongest growth, rising by 16.0% to £219,000 in the year to January 2021. In contrast Blaenau Gwent showed the slowest growth in the year to January 2021, at 2.2%, with the average house price at £93,000.

Of all property types, detached houses showed the biggest annual growth, rising by 11.5% in the year to January 2021 to £275,000. The lowest annual change of all property types was for flats and maisonettes, with an increase of 4.3% in the year to January 2021 to £120,000.

As with other indicators in the housing market, which typically fluctuate from month to month, it is important not to put too much weight on one month’s set of house price data.

While we make efforts to account for this volatility, the change in price in these local levels can be influenced by the type and number of properties sold in any given period.

Geographies with low number of sales transactions should be analysed in the context of their longer-term trends rather than focusing on monthly movements.

In January 2021, the most expensive area to purchase a property was Monmouthshire, where the average cost was £307,000. In contrast, the cheapest area to purchase a property was Blaenau Gwent, where the average cost was £93,000.

Comparing the provisional volume estimate for November 2019 with the provisional estimate for November 2020, volume transactions decreased by 11.4% in Wales.

UK Property Transaction Statistics published by HM Revenue & Customs (which differ in coverage but are more complete for this period) report that on a non-seasonally adjusted basis, volume transactions increased by 0.8% in Wales in the year to November 2020.
