UK's Conflict Stability and Security fund invites tender for technical and advisory support to provide quality/timely inputs on stabilisation related issues in North-East Nigeria.

The UK’s Conflict Security and Stability Fund (CSSF) in Nigeria has established a portfolio of programme work in the North-East of Nigeria. This supports work to address the insecurity and instability affecting Nigeria’s north eastern states and the wider region. It includes supporting the United Nations Development Programme in implementing the Regional Stabilisation Facility ‘Nigeria Window’. It also supports direct engagement with the Nigerian police and other security actors, the government and others to make official security provision more responsive and relevant, to protect the public.

The political and security situation in North-East Nigeria and specifically in Borno state is changing. Close technical and advisory assistance is needed to support the existing CSSF team and the wider UK mission.

To ensure that the UK can take opportunities to advance the stabilisation agenda and to ensure that programme interventions are well coordinated and remain relevant and conflict sensitive, consultants or suppliers must:

  • show a strong technical understanding of conflict, stabilisation and security issues as they apply to UK policy and programmes and to North-East Nigeria

  • show a track record of flexibility in adapting to sometimes rapidly changing contexts and priorities

  • work both independently and as part of a British High Commission team drawn from a wide range of disciplines and departments

These Terms of Reference set out the requirement to provide advisory inputs in support of CSSF stabilisation interventions in North-East Nigeria for the year 2020 to 2021. This will be through call down contract, so the stated number of days may not be fully used. Due to the coronavirus (COVID-19) pandemic, the selected consultant will need to be flexible in working with the CSSF team on programme adaptation to changing requirements.
