Terms of reference: North-East Nigeria stabilisation programme

1. Overall objective

To provide high quality and timely inputs, both in-country and remotely, to UK staff working on stabilisation and related issues funded through the CSSF in North-East Nigeria for FY 2020 to 2021.

2. Outputs

On-call support provided remotely and through quarterly visits to Abuja and North-East Nigeria. Support to cover advice on the following:

  • design of project interventions, including project level theory of change
  • political economy inputs as contributions to review processes, provided through ‘back to office reports’ following the two visits to Abuja
  • technical inputs into the implementation of existing public safety and security and stabilisation projects and ensuring support to policing actors in Borno is consistent with Federal approaches to police reform
  • providing independent assessment of project activities and facilitation of quarterly reviews with project partners
  • support for project partners in adapting activities in line with changes in the political and security context and bespoke training on key aspects of conflict, security and stabilisation work
  • on call ‘deployable support’ for UNDP or other project implementers to tackle specific problems or issues with project design and implementation (days to be negotiated as required)
  • total number of days required – 60 (5 days/month over a year, including up to 25 days remotely depending on COVID-19 travel restrictions)

3. Requirements

One stabilisation and public security adviser to be guaranteed, with additional support offered if required on an ad hoc basis for specific tasks. The successful provider should have:

  • experience of working in or on North-East Nigeria
  • a strong understanding of key conflict, stabilisation and security issues and priorities in North-East Nigeria
  • experience of working on stabilisation, conflict and security issues within a UK government context, ideally with multiple HMG stakeholders
  • understanding of the challenges faced by implementing agencies and experience of meeting these challenges in North-East Nigeria or other relevant contexts
  • SC clearance minimum, DV preferred
  • Safe+ or be HEAT qualified

In addition, the successful provider must be able to provide adequate insurance and duty of care support for their proposed team, both in Abuja, and in Maiduguri (working alongside HMG colleagues and their Duty of Care owners).
