This is the Labour Market Enforcement Strategy produced by Sir David Metcalf, the former Director of Labour Market Enforcement who retired in June 2019. It sets outs his recommendations to improve state-led enforcement of employment rights, including measures to be taken by the 3 labour market enforcement bodies:
- Gangmasters and Labour Abuse Authority (GLAA)
- Employment Agency Standards Inspectorate (EAS)
- HMRC National Minimum Wage and National Living Wage team (HMRC NMW)
The recommendations within this strategy document are structured around 3 key themes:
- prioritisation of enforcement resources
- helping employers get it right: compliance
- using joint working to tackle more serious and persistent non-compliance
The findings of the Director’s recent independent programme of research are also published alongside this strategy. The views and opinions expressed in these 5 research reports are those of the authors, and do not necessarily reflect the official views, policy or position of the Director or government.
The 3 sector-based research reports, looking at warehousing, restaurants and hotels, were commissioned by the Director to help inform his 2019 to 2020 strategy.
The Director also commissioned 2 independent scoping studies:
- the first explores research methods that might improve the assessment of the scale and nature of non-compliance
- the second considers how best to carry out an evaluation of the full impact of the three bodies’ activities.
