The Home Decarbonisation Skills Training Competition Phase 2 will fund training for people working, or who want to work, in the energy efficiency and building retrofit sectors. The competition aims to increase supply chain capacity, both in terms of volume and skill level.

This increased supply chain capacity will support:

  • the delivery of existing government retrofit schemes such as:
    • Social Housing Decarbonisation Fund
    • Energy Company Obligation
    • Great British Insulation Scheme
    • Home Upgrade Grant
  • the decarbonisation of our buildings in support of the UK’s net zero carbon emissions target
The competition

£8.85 million will be available to training providers for programmes to deliver a suite of training solutions to support the energy efficiency and retrofit sectors.

A maximum of £1 million will be available for each competition project, subject to subsidy control restrictions. The number of projects funded will depend on the range of solutions proposed and the quality of the proposals received.

Successful projects will be expected to achieve one or more of the following:

  • installation training to the specific technology standard - for example, National Occupational Standards, PAS 2030:2019 standards, PAS 2035 standards or higher.
  • training in the installation of one or more individual energy efficiency measures, including training for individuals with existing construction skills and training for those new to the sector
  • support for training in retrofit assessor and retrofit coordinator skills to PAS 2035 standard, leading to the relevant qualification
