This document is a report on the government’s progress in implementing the Grenfell Tower Inquiry’s Phase 2 recommendations. It also updates on Phase 1 recommendations related to Personal Emergency Evacuation Plans (PEEPs).

This report has been published in September 2025. A further report will be published on this page in December 2025.  

The report contains a summary of progress and wider reforms and updates on each Phase 2 recommendation and Phase 1 recommendations related to PEEPs. The recommendations are grouped thematically using the same themes of the Inquiry; the construction industry; fire and rescue services; response and recovery; and vulnerable people and Phase 1 recommendations.
