This document is a report on the government’s progress in implementing the Grenfell Tower Inquiry’s Phase 2 recommendations up to May 2026. It also updates on Phase 1 recommendations related to Personal Emergency Evacuation Plans (PEEPs).

The recommendations are grouped thematically using the same themes of the Inquiry:

• the construction industry
• fire and rescue services
• response and recovery
• vulnerable people and Phase 1 recommendations   

Translations of the progress report summary will be available soon.

In 2026, the government intends to publish further progress reports in September and December.
