This document is an Annual Report on the government’s progress in implementing the Grenfell Tower Inquiry’s Phase 2 recommendations. It also updates on Phase 1 recommendations related to Personal Emergency Evacuation Plans (PEEPs).

The recommendations are grouped thematically using the same themes of the Inquiry:

• the construction industry
• fire and rescue services
• response and recovery
• vulnerable people and Phase 1 recommendations   

Translations of the Annual Report’s ministerial foreword and executive summary are available.

The government intends to publish a progress report each quarter (May, September and December) in 2026.
