Education investment areas

The levelling up white paper identified 55 education investment areas (EIAs). These are the third of local authorities in England where educational outcomes were the weakest based on sustained low performance across key stage 2 and key stage 4 in 2017 to 2019. They include previous opportunity areas.

The DfE is prioritising a package of activity in EIAs to support our aims, set out in the schools white paper, for EIAs to achieve the fastest progress until 2030 by:

  • helping 90% of pupils meet the expected standard in reading, writing and maths combined at key stage 2, with an increase of over a third in the lowest performing areas
  • increasing the GCSE average grade at key stage 4 in English language and maths from 4.5 to 5

We are developing a MAT CEO programme which will build leadership capacity to support improvement in EIAs and other areas of need across the country.

We will also take advantage of new powers to be more proactive in intervening in underperforming schools.
