This report summarises the findings from an impact evaluation of the Business Energy Advice Service (BEAS) pilot. The scheme was designed to support small and medium-sized enterprises (SMEs) to reduce their energy costs and carbon emissions through tailored advice and grant funding for energy efficiency improvements.

The evaluation looks at how BEAS operated in practice for participating businesses and delivery partners. It draws on a range of evidence sources, including:

  • interviews with participating businesses, delivery partners, and stakeholders
  • surveys with supported businesses
  • an analysis of programme monitoring and administrative data
  • a review of programme documentation

The research was conducted from 2024 to 2025 and covers Phase 1 of the scheme.
