Buildings under 11 metres: fund overview

Introduction
The government is expanding the Cladding Safety Scheme by introducing new funding, delivered by Homes England, to support the remediation of unsafe cladding for multi‑occupied residential buildings under 11 metres in England. Funding will be prioritised according to cladding fire safety risk, with support focused first on buildings assessed as presenting a high life‑critical cladding fire safety risk.
This meets the commitment set out in the Remediation Acceleration Plan update (July 2025) and reflects a risk‑based approach to intervention, ensuring that buildings are prioritised according to cladding fire safety risk.
For the purposes of this overview, references to ‘unsafe cladding’ should be understood as referring to an external wall system where a risk to life from fire spread has been identified through a PAS 9980:20222 compliant assessment, and where that risk is assessed as not tolerable without mitigation or remediation.
How this relates to the Cladding Safety Scheme
This section applies to under 11 metres funding only. Applicants for buildings over 11 metres should continue to follow the Cladding Safety Scheme guidance.
The funding is delivered through the Cladding Safety Scheme (and is administered by Homes England) and aligns with the approach set out in this guidance. Unless otherwise specified, the same requirements apply in relation to eligibility, scope of works, and funding conditions.
In particular:
- funding will apply to buildings containing 2 or more dwellings
- funding is available to address life safety fire risks associated with cladding and external wall systems, as identified through a Fire Risk Appraisal of External Walls (FRAEW)
- the scope of eligible and ineligible costs is consistent with Cladding Safety Scheme requirements
- buildings must meet the eligibility requirements set out in this guidance, including providing a FRAEW and Fire Risk Assessment (FRA) where available
- the position on retrospective funding remains consistent with the Cladding Safety Scheme
- removes the requirement for buildings to be over 11 metres in height
- funding is tenure neutral. This means both privately owned and social housing buildings will be able to apply, where they meet the funding criteria
Applications must be made by the responsible entity. Homes England will administer the funding and review FRAEWs and supporting information to confirm that proposed remediation works are necessary and proportionate. All FRAEWs submitted under this fund, whether relating to high or medium (action required) risk buildings, will be subject to this review and audit process.
Responsible entities remain responsible for ensuring that their buildings are safe and that fire safety risks are appropriately identified, assessed and managed.
Key differences for buildings under 11 metres
Funding is targeted. It is not a commitment to fund all medium or high-risk buildings under 11 metres.
Funding will be prioritised based on cladding fire safety risk. Buildings assessed as presenting a high cladding fire safety risk will be taken forward first.
For buildings assessed as high-risk, valid applications will be progressed in the order they are received. The date and time of submission will determine their position in the funding pipeline.
There will be a lead-in period before applications open, followed by an 8-week application window.
Application process for buildings under 11 metres
Who should apply
Applications must be submitted by the responsible entity or their authorised representative. Leaseholders and residents cannot apply directly.
When to apply
The fund will operate with:
- a 6-week lead-in period before applications open, allowing responsible entities time to prepare the information and supporting documents required to make an application
- an 8-week application window
Funding will open on 17 August 2026 and will close to new applications at the end of the 8-week application window.
We understand that, in some circumstances, residents and leaseholders may face difficulties engaging with their responsible entity. In these cases, they can use the Tell us Tool to notify Homes England about their building. Homes England will follow up with the responsible entity to help ensure an application can be submitted if required.
No pre-registration or early access will be available.
What is needed to apply
All applications must be submitted through the Cladding Safety Scheme Building Remediation Hub.
An application cannot be submitted without a FRAEW and, where available, an FRA.
How applications will be assessed
For buildings assessed as high-risk, valid applications are progressed in the order they are received, with the date and time of submission determining their position in the funding pipeline.
All applications will be date- and time-stamped at the point of submission.
Homes England will review and audit all FRAEWs in line with existing Cladding Safety Scheme processes and PAS 9980:2022 methodology, to confirm that proposed cladding remediation works are necessary and proportionate.
Responsible entities will be asked if they have explored redress measures or alternative funding routes, such as insurance claims, developer contributions, or warranty schemes, before funding is confirmed.
Meeting the fund requirements does not create any entitlement to funding.
All decisions remain subject to prioritisation and the availability of funding.
Apply and Tell Homes England about unsafe cladding on your building
Applications will open on 17 August 2026. Applications must be submitted through the Building Remediation Hub
Leaseholders and residents can use the Tell us Tool to provide additional information about their building, including estimates of cladding remediation costs and the impacts on residents. Homes England will use this information to better understand individual circumstances and support delivery of the fund.
Leaseholders and residents should contact their responsible entity in the first instance.
Homes England will administer the fund through the Cladding Safety Scheme.
