March 2015 update: This guidance applies to existing SAPO licence holders and will remain until September 2016 when it will be archived. New guidance, which applies to licences issued by Health Safety Executive from the 1 April 2015, is available on the Health Safety Executive website.

This document contains guidance on the controls on animal pathogens that Defra licences under the Importation of Animal Pathogens Order 1980 (Statutory Instrument 1212/1980) as amended, and the SAPO (SAPO) 2008 (Statutory Instrument 944/2008) as amended.

Pathogens are infectious agents, such as viruses. The control and containment requirements, particularly under SAPO, are in place to prevent the release or escape of dangerous animal pathogens into the environment where they may cause serious animal or human disease.
