In this section, we have outlined each metric, where this data comes from and whether it is included in any cross-government frameworks.

Access to local authority-arranged care or funded users by age and setting (nursing, residential and community) per 100,000 adults

This data comes from the monthly statistics for adult social care (England).

Proportion of staff in the formal care workforce leaving their role in the past 12 months

This data comes from the Adult Social Care Workforce Data Set.

It is included in the Measures from the adult social care outcomes framework, England: 2024 to 2025 (ASCOF) (metric 6A).

Overall satisfaction of people who use services with their care and support

This data comes from the Adult social care survey, England: 2025 to 2026.

It is included in ASCOF (metric 1D).

Overall satisfaction of carers with social services (for them and the person they care for)

This data comes from the Survey of adult carers in England 2025 to 2026.

It is included in ASCOF (metric 1E).

Proportion of section 42 safeguarding enquiries where a risk was identified, and the reported outcome was that the risk was reduced or removed

This data comes from the Safeguarding Adults data collection.

It is included in ASCOF (metric 4B).

Adults aged 18 or over in receipt of care and receiving direct payments

This data comes from adult social care client level data (CLD).

It is included in ASCOF (metric 3D, part 2a).

Median number of days from the start of a request to the beginning of the response from the local authority (experimental statistic)

This data comes from CLD.

It is not included in any relevant cross-government frameworks.

Median number of days from the start of a request to the start of the first service (experimental statistic)

This data comes from CLD.

It is not included in any relevant cross-government frameworks.

Proportion of people who receive long-term support who are enabled to live in their home or with family

This data comes from CLD.

It is included in ASCOF (metric 2E).

Proportion of people who received reablement during the year, who previously were not receiving services, where no further request was made for ongoing support

This data comes from CLD.

It is included in ASCOF (metric 2A). It was also included as a supporting indicator for the Better Care Fund (BCF) policy framework 2025 to 2026.

Proportion of people aged 65 and over discharged from hospital into reablement and who remained in the community within 12 weeks of discharge

This data comes from CLD.

It is included in ASCOF (metric 2D).

Number of adults whose long-term support needs are met by admission to residential and nursing care homes, split by age (aged 18 to 64 or 65 and over) per 100,000 population

This data comes from CLD.

It is included in ASCOF (metrics 2B and 2C). It was also included as a headline metric for the BCF policy framework 2025 to 2026.

Emergency admissions to hospital for people aged over 65 per 100,000 population

This data comes from Hospital Episode Statistics.

Average length of discharge delay for all acute adult patients

This is derived from a combination of:

  • proportion of adult patients discharged from acute hospitals on their discharge ready date (DRD)​
  • for those adult patients not discharged on their DRD, average number of days from the DRD to discharge

It was included as a headline metric for the BCF policy framework 2025 to 2026.
