Detail of outcome
Following a consultation, we published our decision statement and revised consumer standards on 9 July 2026. These include an updated Transparency, Influence and Accountability Standard, a new Competence and Conduct Standard, a revised Consumer Standards Code of Practice, and a Direction on Tenant Satisfaction Measures (TSMs), all of which come into effect on 1 October 2026.
Earlier, on 11 June 2026, we published our response to the consultation on the electrical safety checks TSM, including the final wording that has been incorporated into the TSM Technical Requirements.

Consultation description
This consultation includes revisions to the Transparency, Influence and Accountability Standard and Consumer Standards Code of Practice and other requirements relating to the Tenant Satisfaction Measures.
We are consulting on:

Updates to the Transparency, Influence and Accountability Standard and its Code of Practice relating to competence and conduct and Social Tenant Access to Information Requirements. The government has consulted on the competence and conduct and STAIRs requirements and published the outcome of the consultation. We have been directed by the government to reflect these new requirements in our standards.

A new TSM on electrical safety checks, following new safety requirements for landlords.

Minor changes to the Tenant Satisfaction Measures to align with legislation.
