Decision Statement: Statutory guidance under Section 215 of the HRA 2008
The decision statement summarises responses to the Consultation on statutory guidance under s215 of the HRA 2008. The decision statement is not intended to summarise all of the comments received in response to the consultation, but addressed key themes which emerged in consultation responses.
Decision Statement: Consumer Standards
The decision statement summarises the key areas of feedback received to the consumer standards consultation. The annexes include numerical analysis of the consultation responses and a list of respondents to the consultation.

This Statement follows the Consultation on equality objectives which ran from 25 April to 30 June 2023.
Decision Statement: Introduction of tenant satisfaction measures
This Statement follows the consultation on the introduction of tenant satisfaction measures which ran from December 2021 to March 2022. The new consumer standard - the TSM Standard - would include specific expectations applicable to all registered providers in relation to tenant satisfaction measures set by the regulator. The Standard and requirements will come into force from 1 April 2023,
Decision Statement: Accounting Direction 2022
This Statement contains the final outcome of the consultation on changes to the Accounting Direction which ran from July to September 2021. It sets out the regulator’s decision with changes affected for accounting periods commencing on or after 1 January 2022.
Decision Statement: Equality objectives
This Statement contains the final outcome of the consultation on equality objectives which ran from 30 January to 26 March 2020. It sets out the regulator’s decision in June 2020 with changes affected from July 2020.
Decision Statement: Guidance on the regulator’s approach to intervention, enforcement and use of powers
This Statement contains the final outcome of the consultation on changes to the intervention, enforcement and use of powers guidance which ran from 21 June to 16 August 2019. It sets out the regulator’s decision in November 2019 with changes affected from 16 December 2019.
Decision Statement: Rent Standard 2020
This Statement contains the final outcome of the consultation on a new Rent Standard from 2020 which ran from 7 May to 30 July 2019 . It sets out the regulator’s decision in September 2019 with changes affected from 1 April 2020.
Decision Statement: Accounting Direction 2019
This Statement contains the final outcome of the consultation on changes to the Accounting Direction which ran from 8 November to 20 December 2018. It sets out the regulator’s decision in February 2019 with changes affected for accounting periods commencing on or after 1 January 2019.
Regulation of social housing was, prior to 1 October 2018, the responsibility of the Regulation Committee of the Homes and Communities Agency, during which time Decision Statements were published on the HCA website.
