Toolkits to support communities to draft their Neighbourhood Plan.

Neighbourhood planning gives communities the right to plan for and guide development in their area. These practical toolkits support communities to create and shape their places in response to both current and future challenges.

They are intended for anyone involved in creating or supporting a neighbourhood plan in England.

Each toolkit sets out, in detail, the processes and activities required to produce a neighbourhood plan, as well as providing best practice guidance.

They should be read alongside separate guidance found in:

We are currently updating our toolkits to reflect recent updates to planning policy. We expect this to be completed by April 2027.
