Call to run a project to support the skills development of employed migrants and/or the skills development of Black and Minority Ethnic (BME) participants - in work or graduates.

Details

Whilst the preference is to award one contract for both areas of activity/programmes – applications are welcome from applicants who may only wish to support just one area of activity from the programmes listed below:

1) Migrant Workers Programme 2) Ethnic Minority Support Programme

Migrant Workers Programme – approximately £2m ESF funding

  • To provide skills development for those employed migrants, upskilling them thus supporting business productivity.

  • To maximise the potential of these workers by addressing barriers to their progression by providing mainly accredited skills training which is innovative and responsive to local skills needs.

Ethnic Minority Support Programme – approximately £2m ESF funding

  • To provide skills development for those Black and Minority Ethnic (BME) participants in work or graduates - to upskill them thus supporting business productivity and to address ethnic minority disadvantage in the Leeds City Region labour market. Activities should focus on support to individual participants –should be mainly accredited, flexible and addressing barriers.

All activities must complement and avoid duplication with other provision.

All projects funded through this Call would be expected to explicitly undertake to working collaboratively with other local providers to minimise fragmentations in delivery and identify the best overall solution for all participants.

Location

The project must cover the Leeds City Region LEP area.

Value

Approximately £4m of ESF is available.

Deadlines

Full application deadline: 12 November 2019

Completion date

Projects must be completed no later than 3 years and 6 months after the proposed project start date, however the ESF Managing Authority reserves the right to vary the maximum duration in exceptional circumstances. All ESF Projects must be completed by 31st December 2023. Project costs cannot be incurred beyond this date.

To apply for funding under this call you will need to complete and submit your Full Application via the ECLAIMS IT System.

Please note: the ECLAIMS IT System can only be accessed from within the UK.

Full Applications submitted in the ECLAIMS IT System after the call closing date shown above and on the call specification will not be appraised.

If you do not already have access to the ECLAIMS IT system, please request an ‘ECLAIMS External Access Form’ by emailing E.CLAIMSSUPPORT@dwp.gov.uk

You will need to request an External Access Form for each person in your organisation who requires access.

It is your responsibility to ensure you request and activate your ECLAIMS access in sufficient time. We strongly advise that you obtain and activate your ECLAIMS access at least 2 weeks prior to the advertised call closure date, if not sooner.
