Register with the Department of Business, Innovation and Skills (BIS) if you make vehicles that are classed as M1 or N1 (eg passenger cars and small van type goods vehicles).

Businesses that need to register can include vehicle producers (eg, manufacturers and importers) as well as manufacturers of some automotive parts and accessories.

How to apply

Send the following information to the End of Life Vehicle (ELV) Registrations Unit:

  • the name of your business
  • the name, address and telephone number of your registered office or main place of business
  • the address for serving notices (if different from the above)
  • a description of the vehicles that you are declaring responsibility for placing on the market

You must follow all ELV regulations. Your information will be entered onto a public register, which will be updated with whether you meet your ELV requirements or not.

The Vehicle Certification Agency can make sure regulations are followed by checking:

  • technical information
  • manual or electronic control systems at the premises
  • online material, promotional literature and trade publications
  • attendance at trade shows
  • how specific complaints are dealt with
  • samples of automotive components for compliance

The Environment Agency enforces the requirements relating to Authorised Testing Facilities where ELVs are dismantled.

Fines and penalties

You could receive an unlimited fine if you don’t follow the regulations.
