Submit your post-16 pathways strategic transition planning statement
How institutions responsible for 16 to 19 education in England can submit their strategic transition planning statements by 6 July 2026.

To submit a statement you’ll need:
- information about your institution including the UKPRN or URN
- details about the technical and vocational qualifications your institution provides
- details of the technical and vocational qualifications your institution is planning to provide in the future
- information about your preparations for qualification reform
You should read the Post-16 pathways strategic transition planning statement guidance before you start your submission. This guidance gives more detail on the specific information you will need to provide for each question.
Your statement must be submitted via the online form by 6 July 2026.
You must complete the form in one session. You cannot save your responses and come back later to complete the form.
What is the strategic transition planning statement
This statement should reflect your institution’s overall strategic plan and set out your high-level intentions for delivery from the 2027 to 2028 academic year. All post‑16 providers that deliver, or plan to deliver, T Levels or vocational qualifications at either level 2 or level 3 are expected to submit a statement.
If your institution does not currently deliver, or plan to deliver T Levels or vocational qualifications by the academic year 2027 to 2028, we ask that you confirm this using the same online form. In this instance, you will only need to answer a few short identification questions and one confirmation question.
We understand that your responses to all the questions in this statement may be limited at this time, depending on where you are in your planning cycle. You should give your best estimates and strategic intentions. We will work with you to ensure that further planning you undertake, or updated information you have later on, can be used to inform decisions on supporting the transition to the reformed qualification landscape.
The statement should be informed by:
- the implementation plan
- the consultation by Ofqual on assessment and grading
- the consultations on V level, foundation certificate and occupational certificate core content for delivery from 2027
The purpose of this statement is to:
- understand your strategic intent as you transition to the reformed qualifications landscape
- identify if your institution may require additional support to ensure a stable and effective transition
