19. Checks on responsible individuals

The responsible individual must meet the requirements of regulation.

The Residential family centres regulations 2002 require residential family centres to have a responsible individual.

A provider must demonstrate to Ofsted that the responsible individual it appoints is able to meet the requirements of regulation. Ofsted’s inspectors scrutinise the steps providers have taken to determine that an appointed responsible individual is fit to supervise the management of an establishment or agency.

This scrutiny applies in situations where:

  • the identity of a responsible individual changes
  • a person acting as responsible individual becomes responsible for the management of another registered establishment, that they did not supervise on 31 March 2014
