Appoint a trusted helper to set up your Valuation Office Agency (VOA) business rates valuation account if no one in your organisation can register for one.

When to appoint a trusted helper

You need to set up a business rates valuation account to view the rateable values of your properties and report any changes to your property details.

If you cannot set up an account because you do not have the required identity documents, someone else in your organisation can set up an account for your organisation and create an assistant role for you in the account. This will allow you to sign into the account and manage your business rates.

If you are not part of an organisation or no one in your organisation can set up an account, you can appoint a trusted helper. Your trusted helper can set up an account and create an assistant role for you. This will allow you to sign into the account and manage your business rates. A trusted helper could be a friend, family member or voluntary organisation. You can only have one trusted helper at any time.

If you cannot set up an account for any other reason, find out how you can get extra support from the Valuation Office Agency (VOA). You may not need to appoint a trusted helper.

How to fill in the form

You can download the form and fill it in on-screen or print the form and fill it in.

You should fill in the form yourself. Both you and your trusted helper need to sign the form, or we will not accept it. You can sign the form digitally.

After you appoint a trusted helper

The VOA will authorise your trusted helper to set up your account. We will only talk directly to your trusted helper if they need help setting up or managing your account. We will not accept any other contact from your trusted helper. Find out how to get extra support from the VOA, including if you need someone to talk to the VOA for you.

The VOA will treat all actions taken in the online account as being from the owner, occupier or ratepayer.

It is your responsibility to make sure any information submitted to the VOA on your behalf is correct. If it is not correct, you might have to pay a penalty and pay any additional rates you owe.

If you no longer want the trusted helper to have access to your account, you need to:

  1. Ask your trusted helper to change the access code settings in the account, so the code gets sent to you.

  2. Ask your trusted helper for the login details for your account.

  3. Change the account password.

If your trusted helper does not give you the login details, then you should contact the VOA using the online contact form or by phone.
