This guidance was withdrawn on

The Veterinary Medicines Directorate (VMD) is responsible for inspecting and authorising veterinary wholesale dealers.

If the medicines are being wholesaled are for human and veterinary use the Medicines and Healthcare products Regulatory Agency (MHRA) is responsible for the inspection and authorisation.

If you want to supply a veterinary medicine by wholesale, or be in possession of them for that purpose, you must be one of the following:

  • the holder of a marketing authorisation
  • the holder of a manufacturing authorisation
  • the holder of a wholesale dealer’s authorisation

To find out more and help you with your application read Veterinary Medicine Guidance Note 8 - Wholesale Dealers’ Authorisations for Veterinary Medicines.

You can contact the inspections administration team by email or by phone on 01932 338328 or 338426.

A fee is charged for the application for a wholesale dealer’s authorisation and for the initial inspection of each site that wholesale dealing takes place.

There are also ongoing annual and inspection fees.

The application and annual fees are not refundable or transferable.

We aim to process applications within 10 working days of receipt.

The inspection will be carried within a further 90 days.

You cannot start wholesaling activities before you have written confirmation from the VMD that the authorisation has been granted.
