2. Economic statement

Wales house prices increased by 3.8% in the year to September 2020, up from 3.4% in the year to August 2020. Wales house prices were growing slower than UK annual rate of 4.7% in the year to September 2020. On a non-seasonally adjusted basis average house prices in Wales decreased by 1.9% between August 2020 and September 2020, compared with a decrease of 2.3% during the same period a year earlier (August 2019 and September 2019). On a seasonally adjusted basis, average house prices in Wales decreased by 1.1% between August 2020 and September 2020.

Comparing the provisional volume estimate for July 2019 with the provisional estimate for July 2020, volume transactions decreased by 47.2% in Wales, from 3,940 to 2,081. UK volume transactions decreased by 31.8%, from 84,718 to 57,737, over the same period.

In Wales, all local authority areas showed an increase in average prices in September 2020 when compared with September 2019. Torfaen showed the strongest growth, rising by 6.8% to £161,000 in the year to September 2020. In contrast, Vale of Glamorgan showed the slowest growth, remaining at £231,000 in the year to September 2020.

Of all property types, terraced houses showed the biggest annual growth, rising by 4.2% in the year to September 2020, to £133,000. The lowest annual change of all property types was for flats and maisonettes, with a decrease of 0.1% in the year to September 2020 to £115,000.

As with other indicators in the housing market, which typically fluctuate from month to month, it is important not to put too much weight on one month’s set of house price data.

Geographies with low number of sales transactions should be analysed in the context of their longer-term trends rather than focusing on monthly movements.

In September 2020, the most expensive area to purchase a property was Monmouthshire, where the average cost was £281,000. In contrast, the cheapest area to purchase a property was Blaenau Gwent, where the average cost was £97,000.

UK Property Transaction Statistics published by HM Revenue & Customs (which differ in coverage but are more complete for this period) report that on a non-seasonally adjusted basis, volume transactions decreased by 39.8% in Wales in the year to July 2020.
