2. Economic statement

Wales house prices increased by 3.6% in the year to July 2020, up from 2.9% in the year to June 2020. Wales house prices were growing faster than UK annual rate of 2.3% in the year to July 2020. On a non-seasonally adjusted basis average house prices in Wales increased by 1.7% between June 2020 and July 2020, compared with an increase of 0.9% during the same period a year earlier (June 2019 and July 2019). On a seasonally adjusted basis, average house prices in Wales increased by 1.0% between June 2020 and July 2020.

In Wales, 17 out of 22 local authority areas showed an increase in average prices in July 2020 when compared with July 2019. Powys showed the strongest growth, rising by 8.1% to £195,000 in the year to July 2020. In contrast, Wrexham showed the lowest annual change, falling by 4.8% to £151,000 in the year to July 2020.

Of all property types, semi-detached houses showed the biggest annual growth, rising by 4.2% in the year to July 2020, to £166,000. The lowest annual change of all property types was for flats and maisonettes, with an increase of 1.6% in the year to July 2020 to £118,000.

As with other indicators in the housing market, which typically fluctuate from month to month, it is important not to put too much weight on one month’s set of house price data.

In Wales, average prices increased by 3.6% in the year to July 2020, up from 2.9% in June 2020.

Low numbers of sales transactions in some local authorities can lead to volatility in the series.

While we make efforts to account for this volatility, the change in price in these local levels can be influenced by the type and number of properties sold in any given period.

Geographies with low number of sales transactions should be analysed in the context of their longer-term trends rather than focusing on monthly movements.

In July 2020, the most expensive area to purchase a property was Monmouthshire, where the average cost was £279,000. In contrast, the cheapest area to purchase a property was Blaenau Gwent, where the average cost was £95,000.

Published transactions for recent months will increase as later registered transactions are incorporated into the index.

Comparing the provisional volume estimate for May 2019 with the provisional estimate for May 2020, volume transactions decreased by 60.4% in Wales.

UK Property Transaction Statistics published by HM Revenue & Customs (which differ in coverage but are more complete for this period) report that on a non-seasonally adjusted basis, volume transactions decreased by 57.5% in Wales in the year to May 2020.

5. Property status
