2. Economic statement
Wales house prices grew by 4.4% in the year to April 2018, up from 4.2% in the year to March 2018. Wales house prices are growing slightly quicker than the UK annual rate of 3.9% in the year to April 2018. On a seasonally adjusted basis, average house prices in Wales increased by 0.8% between April 2018 and March 2018, compared with an increase of 0.8% during the same period a year earlier.
The UK Property Transaction Statistics for April 2018 showed that on a non-seasonally adjusted basis, in Quarter 1 of 2018, the number of transactions on residential properties with a value of £40,000 or greater was 11,860. This is down 4.7% compared to Quarter 1 of 2017 and down 22.5% compared to Quarter 4 of 2017.
Across Wales, all property types showed an increase in average price in April 2018 when compared with the same month in the previous year. Terraced houses showed the biggest increase, rising by 6.0% in the year to April 2018 to £223,000. The average price of Flats and maisonettes showed an increase of 0.9% in the year to April to £110,000, the smallest increase of all property types.
House prices have increased over the last year in 19 out of 22 local authority areas. The most expensive area to live in was Monmouthshire where the cost of an average house was £254,000 in April 2018. This is £20,000 higher than in April 2017 but £3,000 lower than last month.
From April 2018 new Land Transaction Tax replaced UK Stamp Duty Land Tax in Wales. In March 2018 some Welsh local authorities, such as Monmouthshire, experienced stronger house price growth which then fell back in April 2018. This may be due those purchasing a property looking to complete before the introduction of the new system.
As with other indicators in the housing market, which typically fluctuate from month to month, it is important not to put too much weight on one month’s set of house price data.

Low numbers of sales transactions in some local authorities can lead to volatility in the series.
While we make efforts to account for this volatility, the change in price in these local levels can be influenced by the type and number of properties sold in any given period.
Geographies with low number of sales transactions should be analysed in the context of their longer-term trends rather than focusing on monthly movements.

Average price by local authority for Wales

In April 2018, the most expensive area to live in was Monmouthshire, where the cost of an average house was £254,000. In contrast, the cheapest area to purchase a property was Blaenau Gwent, where an average house cost £86,000.
