2. Economic statement
UK house prices grew by 0.9% in the year to June 2019, unchanged from May 2019. On a non-seasonally adjusted basis, average house prices in the UK increased by 0.7% between May 2019 and June 2019, compared with a rise of 0.7% during the same period a year earlier (May 2018 and June 2018).
House price growth was strongest in Wales where prices increased by 4.4% in the year to June 2019, down from 4.6% in the year to May 2019. The lowest annual growth was in London, where prices fell by 2.7% over the year to June 2019, up from a fall of 3.1% in May 2019.
The Royal Institution of Chartered Surveyors’ (RICS) June 2019 UK Residential Market Survey reported a stable trend beginning to emerge. Buyer demand rose modestly while new instructions to sell held steady over the month. In line with this, their newly agreed sales series edged into positive territory for the first time this year.
The August Inflation Report from the Bank of England reported that the housing market remains weak but there are some signs that it has stabilised. Results from their recent NMG survey of households’ expectations reported that households expected house prices to decline a little over the next 12 months. Around 20% of households who expect to move house in the next two years reported having delayed moving due to Brexit-related uncertainty.
The UK Property Transactions Statistics for June 2019 showed that on a seasonally adjusted basis, the number of transactions on residential properties with a value of £40,000 or greater was 84,490. This is 16.5% lower than a year ago. Between May 2019 and June 2019, transactions fell by 9.7%.
The Bank of England’s Money and Credit release reported that mortgage approvals for house purchase (an indicator of future lending) increased in June 2019 to 66,400, remained roughly in line with previous years.

Average house prices in the UK increased by 0.9% in the year to June 2019, unchanged from May 2019.
At the country level, the largest annual price growth was recorded in Wales, increasing by 4.4% over the year to June 2019.
Scotland saw house prices increase by 1.3% over the last 12 months.
The slowest annual growth was in England where prices increased by 0.7% in the year to June 2019.
Northern Ireland house prices increased by 3.5% over the year to Quarter 2 (April to June) 2019.

Price changes by country and government office region

On a non-seasonally adjusted basis, average house prices in the UK increased by 0.7% between May 2019 and June 2019, compared with a rise of 0.7% during the same period a year earlier (May 2018 and June 2018). On a seasonally adjusted basis, average house prices in the UK increased by 0.1% between May 2019 and June 2019.
Note that the Northern Ireland figure represents a three-month change and is not comparable with the other regions and countries.

4. Sales volumes
The amount of time between the sale of a property and the registration of this information varies. It typically ranges between 2 weeks and 2 months but can be longer. Volume figures for the most recent 2 months are not yet at a reliable level for reporting, so they are not included in the report. Published transactions for recent months will increase as later registered transactions are incorporated into the index.
Sales volume data is also available by property status (new build and existing property) and funding status (cash and mortgage) in our downloadable data tables. Transactions involving the creation of a new register, such as new builds, are more complex and require more time to process. Read Revisions to the UK HPI data for more information.

Comparing the provisional volume estimate for April 2018 with the provisional estimate for April 2019, volume transactions increased by 7.9% in England, 6.0% in Scotland, 5.9% in Wales and decreased by 1.8% in Northern Ireland.
UK Property Transaction Statistics published by HM Revenue & Customs (which differ in coverage but are more complete for this period) report that on a non-seasonally adjusted basis, volume transactions increased by 3.6% in England, 6.1% in Scotland and 2.8% in Wales in the year to April 2019.

5. Property status for UK
Transactions involving the creation of a new register, such as new builds, are more complex and need more time to process. This means they can take longer to appear in the land registers. The volume of new build transactions for the most recent 2 months are not at a reliable level for reporting the breakdown between new build and existing resold property, so they are not included in the report.

8. Housing transaction distributions
Between January 2019 and March 2019, there were 201,453 property sales.
The most popular price range for:
- England was £150,000 to £174,999 – 14,720 properties were purchased
- Northern Ireland was £100,000 to £124,999 – 760 properties were purchased
- Scotland was £75,000 to £99,999 – 2,597 properties were purchased
- Wales was £125,000 to £149,999 – 1,382 properties were purchased
The charts below show the distribution of housing transactions for Q1 (January to March) 2019 for countries of the UK. Data is presented in bands of £25,000 up to £1 million, followed by larger bands up to and over £10 million.
In line with the UK HPI revisions policy, the number of transactions will increase as more data are incorporated into the index, which would also impact the distributions presented in this analysis.
