2. Economic statement
UK house prices increased by 2.2% in the year to December 2019, up from 1.7% in November 2019. On a non-seasonally adjusted basis, average house prices in the UK increased by 0.3% between November 2019 and December 2019, compared with a fall of 0.2% during the same period a year earlier (November 2018 and December 2018).
House price growth was strongest in Northern Ireland where prices increased by 2.5% over the year. The lowest annual growth was in the South East, where prices increased by 1.2% over the year to December 2019, followed by the West Midlands where prices increased by 1.4% over the year.
The Royal Institution of Chartered Surveyors’ (RICS) December 2019 UK Residential Market Survey reported that the majority of UK regions experienced an increase in buyer demand. Enquiries have risen marking a noticeable turnaround following negative readings in the previous month.
The Bank of England’s Agents‘ summary of business conditions – 2019 Q4 reported that the housing market remained subdued. This was mainly due to the October Brexit deadline and the 2019 General Election.
The UK Property Transactions Statistics for December 2019 showed that on a seasonally adjusted basis, the estimated number of transactions on residential properties with a value of £40,000 or greater was 104,670. This is 6.8% higher than a year ago. Between November 2019 and December 2019, transactions increased by 6.2%.
The Bank of England’s Money and Credit release reported that mortgage approvals for house purchase (an indicator of future lending) rose in December to 67,200 above the 65,900 average of the past six months.

Average house prices in the UK increased by 2.2% in the year to December 2019, up from 1.7% in November 2019.
At the country level, the largest annual price growth was recorded in Northern Ireland, increasing by 2.5% over the year to Quarter 4 (October to December) 2019.
England, Scotland and Wales saw house prices increase by 2.2% in the year to December 2019.

Price changes by country and government office region
On a non-seasonally adjusted basis, average house prices in the UK increased by 0.3% between November 2019 and December 2019, compared with a fall of 0.2% during the same period a year earlier (November 2018 and December 2018). On a seasonally adjusted basis, average house prices in the UK increased by 0.4% between November 2019 and December 2019.

4. Sales volumes
The amount of time between the sale of a property and the registration of this information varies. It typically ranges between 2 weeks and 2 months but can be longer. Volume figures for the most recent 2 months are not yet at a reliable level for reporting, so they are not included in the report. Published transactions for recent months will increase as later registered transactions are incorporated into the index.
Sales volume data is also available by property status (new build and existing property) and funding status (cash and mortgage) in our downloadable data tables. Transactions involving the creation of a new register, such as new builds, are more complex and require more time to process. Read Revisions to the UK HPI data for more information.

Comparing the provisional volume estimate for October 2018 with the provisional estimate for October 2019, volume transactions decreased by 0.8% in both England and Wales, increased by 2.7% in Scotland and increased by 5% in Northern Ireland.
UK Property Transaction Statistics published by HM Revenue & Customs (which differ in coverage but are more complete for this period) report that on a non-seasonally adjusted basis, volume transactions decreased by 2.4% in England and Scotland and increased by 0.2% in Wales in the year to October 2019.

5. Property status for UK
Transactions involving the creation of a new register, such as new builds, are more complex and need more time to process. This means they can take longer to appear in the land registers. The volume of new build transactions for the most recent 2 months are not at a reliable level for reporting the breakdown between new build and existing resold property, so they are not included in the report.

8. Housing transaction distributions
Between July 2019 and September 2019, there were 253,453 property sales.
The most popular price range for:
- England was £150,000 to £174,999 – 16,748 properties were purchased
- Northern Ireland was £125,000 to £149,999 – 1,194 properties were purchased
- Scotland was £125,000 to £149,999 – 3,280 properties were purchased
- Wales was £125,000 to £149,999 – 1,757 properties were purchased
The charts below show the distribution of housing transactions for Q3 (July to September) 2019 for countries of the UK. Data is presented in bands of £25,000 up to £1 million, followed by larger bands up to and over £10 million.
In line with the UK HPI revisions policy, the number of transactions will increase as more data are incorporated into the index, which would also impact the distributions presented in this analysis.
