1. Background

Purpose of this document

The Ministry of Housing, Communities and Local Government (MHCLG) is committed to the ongoing review and improvement of published statistics to ensure they are of the highest quality and public value. As Official Statistics in Development we aim to continually improve the quality, trustworthiness and value of the MHCLG enabled spend data and statistics publication. This development plan explains how we intend to do this.

MHCLG is committed to improving how UK government spend is collated and reported. To meet this commitment, we have published MHCLG enabled spend data and statistics, which includes:

Statistical classification

MHCLG enabled spend data and statistics are published as official statistics in development, a subset of newly developed or innovative official statistics that are undergoing development. We are working towards designation of these statistics as official statistics.

2. Development plan

The following is a list of actions that MHCLG has taken since the last release.

Actions taken to improve the publication output

1. Improved the processes to produce the statistics more efficiently and enhanced their completeness. This includes:

a. Refining apportionment logic and integrating new priority programmes to ensure comprehensive coverage.

b. Enhancements to the use of the Inter-Departmental Business Register (IDBR) to increase the accuracy of apportionment for business recipients.

c. Updating the codebase to allow for greater flexibility in accounting for Local Authority (LA) Boundary Changes.

d. Improving and standardising the data pipeline and codebase by refactoring and optimising code for ease of future repeatability, increased matched apportionment, and reduced downtime.

2. Captured and analysed feedback from data users on how to improve methods and reporting. This ongoing engagement will support the continuous development and improvement of these statistics in the future.

3.. Refined and improved documentation of data apportionment logic for MHCLG programmes, including improved documentation around the codebase meaning the methods used can be repeated more efficiently and with better assurance.

Actions to improve the publication and underlying data going forward

In future iterations, we will continue to explore how we can improve these statistics for users and their production.

Our focus will be on integrating user and stakeholder feedback to refine reporting and methods, investigating potential new data sources to enrich the dataset, where they are identified as providing beneficial value, and exploring opportunities for more efficient report generating.

We will also aim to streamline data collection processes where possible.
