Details

The UK Strategic Export Control Lists (known as the consolidated list) are compiled from 7 lists in various pieces of international legislation which set out what types of goods are controlled.

Use the online checker tools to establish:

If your items are listed under a control list (‘rating’) entry you need an export licence from the Export Control Joint Unit (ECJU).

If your goods are not on the control lists, you may still need a licence under end-use controls. This applies where there are concerns over their use in a weapons of mass destruction (WMD) programme.

Types of controlled goods

Broad categories are:

  • items specifically designed or modified for military use and their components
  • dual-use items that can be used for civil or military purposes
  • associated technology and software
  • goods that might be used for torture
  • radioactive sources

Updates to the UK strategic export control lists

Updates to this list occur about twice a year. It is your responsibility to ensure that you:

  • are aware of all recent updates to the lists
  • check the latest version
  • take appropriate action to get a licence where necessary

  1. Correction of consolidated list to correct notes in ML13d of the military list and annex II of human rights list.

  3. List republished following amendments to the military control list which came into force on 7 June 2021 as set out in the statutory instrument SI2021/586 (The Export Control [Amendment] Order 2021).

  4. List republished following amendments to the EU dual-use export control list in Annex I to Regulation (EC) No 428/2009 which come into force on 15 December 2020.

  5. Annex 1 of the control lists has been updated to reflect the changes previously agreed in the international export control regimes.

  6. Republished to include a new control on exporting submersible vessels and related equipment to Russia.

  7. List updated following amendments to the Export Control Order 2008, which came into force on 30 June 2019.

  8. List republished following amendments to the EU dual-use export control list in Annex I to Regulation (EC) No 428/2009 which came into force on 15 December 2018.

  9. Amendments to schedules 1, 2 and 3 to include devices capable of being converted to firearms.

  10. List updated following amendments to the Export Control Order 2008, which came into force on 5 March 2018.

  11. List republished following amendments to the EU dual-use export control list in Annex I to Regulation (EC) No 428/2009 which came into force on 16 December 2017.

  12. Latest version published, in force from 13 July 2017.

  13. Latest version published, in force from 22 February 2017.

  14. Latest version published, in force from 16 November 2016.

  15. Republished following changes to controls on dual-use goods, software and technology by the European Commission.

  16. Republished following further amendments to the military list, also some new definitions in the dual-use list and a new category for non-military firearms.

  18. Updated controls on dual-use goods, software and technology came into force on 31 December 2014. The consolidated list has been updated accordingly.
